In 1901, A. Freeborn Brown, Jr., a member of the seventh generation of his family to live in Harford County, was "attested" as certified to practice law in that county, thus effectively setting the date for the founding of the firm that still bears his name. After moving his practice from Havre de Grace to Bel Air in 1929, he practiced law with great distinction until his death in 1945.
Beginning in 1946 and until his death in 1998, A. Freeborn Brown, III ("Freeborn"), son of A. Freeborn Brown, Jr., led the firm; Freeborn's brother T. (Thomas) Carroll Brown joined the firm in 1954.
Freeborn Brown was one of the most respected lawyers in the State of Maryland. He established many criminal trial precedents still in use to protect the rights of the accused, and in civil litigation he established the doctrine (now recognized in Maryland law) that an insurance company is obligated to resolve a claim within a policy's limits or be liable for any balance over.
T. Carroll Brown, who retired in 2004, was an active supporter of his alma mater, the University of Maryland School of Law, and was made a member of the President's Club for his outstanding contributions to the ongoing programs of the University.
T. Carroll Brown served as a member of the Character Committee of the Maryland State Board of Law Examiners for many years, screening applicants for admission to the Bar based on their moral character and fitness. A beloved and respected figure in the Harford County legal community and in the county as a whole, the long-time Bel Air resident served on the Board of Directors of First Virginia Bank Central Maryland (formerly The Commercial Bank and now part of Branch Banking & Trust), as well as holding the positions as Secretary, Treasurer and two-term President of the Harford County Bar Association.
Today, Brown, Brown & Young is led by Augustus F. Brown (Freeborn Brown's son) and Albert J. A. Young. The firm is ranked by the Martindale- Hubbell National Law Directory as "AV" -- its highest rating: the "A" signifies the highest level of legal ability, and the "V" denotes very high adherence to professional standards of conduct, ethics, reliability and diligence.
Brown, Brown & Young is also included in the Bar Register of Preeminent Lawyers, which lists only those distinguished practices which "have been designated as outstanding in their field."
About AUGUSTUS F. BROWN
AUGUSTUS F. BROWN, a principal in the firm since 1985, is a graduate of Villanova University in 1971 and a Magna Cum Laude graduate from the University of Baltimore School of Law in 1974, where he was a recipient of the Heuisler Honor Society Award for academic scholarship. He then served as law clerk to the late William J. O'Donell, Associate Judge of the Court of Appeals of Maryland.
Mr. Brown practices in Federal and State Courts and focuses in the fields of Auto Injury, Defective Products, Highway Construction Crashes, Workers' Compensation, and Criminal Defense. He frequently facilitates Jury Selection Focus Groups on Medical Malpractice, Negligence and Auto Liability Case Issues.
A member of the 9th generation of his family to reside in Harford County, Mr. Brown is the grandson of A. Freeborn Brown, Jr. and the son of A. Freeborn Brown, III. In 1999, Mr. Brown was inducted as a Fellow of the American College of Trial Lawyers, an honor limited to the top 1% of all attorneys in the United States. Because of his skill, integrity and experience as a trial lawyer, he was also elected a member of the American Board of Trial Advocates. Currently, he is an active Board Member of both the Maryland Trial Lawyers Association (of which he was President from 1993-1994), and the Maryland Criminal Defense Attorneys Association (of which he was President from 1990-1991).
Mr. Brown serves as Chair of the Character Committee for the 2nd Judicial Circuit (Harford and Baltimore Counties), on behalf of the Maryland State Board of Law Examiners. He also serves as a member of the State Appellate Judicial Nominating Commission, recommending state Appellate Judges for appointment. Extremely active in community and educational affairs, Mr. Brown is often asked to testify before the General Assembly in Annapolis concerning legal issues which affect consumers.
Mr. Brown is a frequent speaker, presenter, moderator and teacher for the Association of Trial Lawyers of America (ATLA); his ATLA seminars have included personal injury litigation, jury selection, workers' compensation, and attorney-client privilege. He is on the faculty of the Maryland Institute for Continuing Professional Education of Lawyers, Inc. (MICPEL), specializing in opening and closing argument instruction, and also teaches a Professionalism Course to new bar admittees.
Augustus F. Brown was the only attorney from Harford and Cecil Counties to join the pool of Trial Lawyers representing victims of the September 11, 2001 attacks, and volunteered hundreds of hours to successfully gain compensation for victims and their families. He has also assisted the Harford County Public Defenders Office in panel cases, where conflicts of interest prevented members of the Public Defenders Office from handling the matter.
Mr. Brown is a member of the Equal Justice Council of the Legal Aid Bureau, Inc., in conjunction with the Harford County Bar Association, for which he secures pro bono legal services for eligible citizens in Harford County, and helps raise funds and personnel to handle andlord-tenant disputes, bankruptcies, domestic violence cases and more.
Augustus Brown is a former President and Board Member of the Harford County Bar Association, and is currently Chairman of the Board of Trustees of the John Carroll School.

Albert J. A. Young, a principal in the firm since 1989, has worked for the firm continuously since the age of 15, with the exception of a brief clerkship at a Baltimore law firm and a post-graduate judicial clerkship.
Mr. Young is a graduate of The John Carroll School, where he received the John Carroll Award, "presented by the administration and the faculty to the Senior boy and girl who, in their judgment, have made the greatest contribution in the area of school spirit and involvement."
He is a graduate of Washington College in Chestertown, Md., where he received the Clark-Porter Medal ("awarded to the student whose character and personal integrity, in the opinion of the faculty, have most clearly enhanced the quality of campus life"), served two terms as Student Government Association President, and was inducted into the Omicron-Delta-Kappa Honor Society "in recognition of conspicuous attainments and service in collegiate activities." While at Washington College, Mr. Young was Resident Assistant to the Judiciary Committee of the College, served on the Academic Counsel of theCollege, and was an Intern at the Maryland General Assembly.
Mr. Young received his law degree from the University of Baltimore School of Law in 1984, where he was a Finalist in the National Appellate Advocacy competition and served on the Moot Court Board. Before joining the firm, Mr. Young served as Law Clerk to the Hon. Edward A. DeWaters, Jr., later Chief Judge of the Third Judicial Circuit of Maryland. In 1992, the Harford County Executive appointed Mr. Young Chairman of the Harford County Environmental Land Preservation Commission, and, in 1999, to the Task Force on Cellular Communication Towers. Mr. Young was also appointed by the Governor to the Trial Court Judicial Nominating Commission for Harford County from 1995 to 2002.
Mr. Young¹s practice concentrates in the areas of Commercial and Residential Real Estate, Estate Planning and Administration, Land Use, Business Litigation, and Corporate and Business Law. He is a frequent speaker and lecturer on estate planning to professional groups, Bar Association Continuing Education, senior citizen groups and government retirement programs. He has handled many of the largest probate estates in Harford County, and has represented buyers, sellers, developers and builders in a wide range of residential and commercial projects. He has also represented most of the cellular communications carriers and utility companies in connection with land use and zoning issues. Extremely active in Land Preservation, Mr. Young has represented the largest number of applicants to the Harford County Agricultural Land Preservation Program.
He is a Member of the Board of Visitors and Governors of Washington College, Member of the Board of Directors of the Upper Chesapeake Health System and the Upper Chesapeake Health Foundation, Member of Local Advisory Board for Branch Banking & Trust Company, Member of the Principal's Council of John Carroll School, President and Member of the Board of Directors of The Maryland Association for Wildlife Conservation, Vice President and Member of the Board of Directors of The Manor Conservancy (a local land trust). An avid equestrian and fox hunter, Mr. Young is President and Member of the Board of Governors of the Elkridge-Harford Hunt Club, founded in 1878.

Jacqueline Anne Moore Delisle
Jacqueline Anne Moore Delisle joined the firm in 1999 and became a principal in the firm in 2006. She is a graduate of Bel Air High School, and received her Bachelors of Arts degree in history from Western Maryland College, now McDaniel College. She earned her law degree from the University of Baltimore School of Law in 1983 and subsequently served as Law Clerk to the late E.O. Weant, Jr., Associate Judge of the Court of Special Appeals of Maryland.
Prior to joining Brown, Brown & Young she was associated with the firm of Love, Fleming and Bearsch, LLC, of Bel Air, Maryland. Ms. Delisle also served as an Assistant Harford County Attorney for the Departments of Planning and Zoning and Human Resources and as an Assistant State's Attorney for Harford County. She is a member of the American, Maryland State and Harford County Bar Associations.
